Teen Walks Free Despite Serious Allegations
A Victorian teenage girl accused of 109 offences has walked free after prosecutors withdrew every charge in the Children’s Court.
The 14-year-old allegedly took part in a violent crime spree across Melbourne’s south-east earlier this year. Police previously claimed her offending included car thefts, burglary, reckless driving and anti-Semitic attacks.
Court documents alleged the girl searched “where do Jews live” before several incidents targeting Jewish residents. Prosecutors also alleged she searched how long a sentence was for running someone over shortly after a cyclist suffered serious injuries in Brighton.
Police alleged the offending escalated rapidly over a 74-day period. Prosecutors previously claimed the teenager offended an average of 1.45 times each day.
Doli Incapax Defence Sparks Outrage
The case centred on the legal doctrine known as doli incapax. The principle presumes children aged between 10 and 14 may not fully understand their actions were morally wrong.
Earlier hearings heard the teenager planned to rely on that defence. However, prosecutors withdrew all charges before the matter reached a contested hearing.
Previously, magistrates twice refused the girl bail due to community safety concerns. One magistrate described the allegations as “incredibly dangerous” and declared the teenager posed an overwhelming risk to the public.
The Herald Sun reported the teenager walked free with a clear record following the prosecution decision.

The outcome has reignited fierce debate over Victoria’s youth crime laws and repeated bail failures.
Critics argue serious repeat offenders continue exploiting legal loopholes while victims lose faith in the justice system. Supporters of the legal doctrine doli incapax insist young offenders require education and or rehabilitation instead of adult-style punishment.
Police previously alleged the teenager absconded from residential care before several incidents occurred. Authorities also claimed she became excited by high-speed offending and the notoriety surrounding the alleged crimes.
