A proposal is underway to extend the 60 km/h speed limit on Napoleon Road south of Kelletts Road through to Wellington Road and introduce 40 km/h time-based school zones near the two school crossings.
Community feedback is encouraged and will be included in the proposal being provided to the state government. Consultation is open until 14 September 2025.
The current limit along this section of road is 80 km/h. At this speed, pedestrians and cyclists are at risk of life-threatening injury if struck by a vehicle. Lowering the speed will reduce the risk of serious accidents.
The crossings can be difficult to see when travelling at 80 km/h. Council says improving safety here could encourage more children to walk or cycle to school independently.
While some drivers may worry about longer travel times, research shows the change would only add 57 seconds during school drop-off and pick-up periods, and 28 seconds at other times. “That small increase could save a life,” a council spokesperson said.
The proposed speed reduction would also align Napoleon Road with other nearby changes, including Wellington Road, which was reduced from 80 km/h to 70 km/h in June following community support.
In 2023, 40 km/h school zones were proposed for the same crossings, but community and state government feedback suggested that slowing from 80 km/h to 40 km/h was too difficult for drivers. Based on that feedback, the current plan is to lower the base limit first before introducing school zones.
